Los Angeles, CA — Cabrella Shipping Insurance Solutions helped coordinate a sophisticated parcel-fraud investigation involving one of its precious-metals insureds, carrier security personnel, state and local law enforcement, and an investigator contact with the U.S. Department of Homeland Security. The operation ultimately resulted in the arrest of an individual after the suspect took possession of a controlled shipment.
The investigation developed in response to concerns that criminals were obtaining confidential tracking information and using it to intercept high-value shipments. Rather than simply responding to individual losses as they occurred, Cabrella worked with its insured and its network of investigative and security contacts to help identify how the scheme was operating and create an opportunity for authorities to apprehend one of the individuals involved.
Working in coordination with an investigator contact at the U.S. Department of Homeland Security, Cabrella helped facilitate communication and coordination among the parties involved as the investigation progressed. A precious-metals company participating in the investigation then worked with FedEx Security and Pennsylvania law enforcement to deploy controlled decoy shipments designed to determine whether a suspected bad actor was actively monitoring shipment information. The stated objective was not only to catch an individual attempting to intercept a parcel, but also potentially to learn how the criminals were obtaining tracking information and identify others involved in the scheme.
The first controlled shipment was delivered normally without an interception attempt. Investigators then proceeded with a second shipment, altering shipment characteristics in another attempt to draw out a suspect.
That second shipment produced the activity investigators had been watching for. FedEx Security and Pennsylvania State Police detected indications that an unauthorized individual was monitoring the shipment. The package was held for pickup, and an individual subsequently appeared at the FedEx location attempting to retrieve it. FedEx personnel delayed the pickup while Pennsylvania State Police, FedEx Security, and local law enforcement staged nearby.
The operation culminated when the individual returned and took possession of the controlled shipment. Authorities immediately moved in, and the suspect was arrested and taken into custody by Pennsylvania State Police. FedEx Security later reported that the arrested individual was a Canadian citizen who had presented a photograph of a U.S. passport bearing a false name.
The successful operation demonstrates that Cabrella's role in protecting high-value shipments can extend well beyond traditional insurance coverage. By maintaining relationships with carrier-security teams, investigators, and law-enforcement contacts—and helping bring those resources together when organized fraud is suspected—Cabrella can assist clients in addressing not only an individual shipment loss, but the criminal activity behind it.
In this case, the collaboration turned a potential parcel-theft incident into an opportunity to proactively confront an organized shipment-interception threat and put a suspected participant into law-enforcement custody.
